How Many RBTs Can One BCBA Supervise? The BACB Won't Give a Number, So Here's the Math.
=========================================================================================

How many RBTs can a BCBA supervise? BACB RBT supervision requirements (5%, two contacts, one individual, small groups of 2-10), Ethics Code 4.03 supervisory volume, South Carolina's weighted caseload caps, Oklahoma's 10% case supervision rule, and a worked example for setting your BCBA-to-RBT ratio.

The Short Answer: There’s No Cap
--------------------------------

The BACB does not limit how many RBTs one BCBA can supervise. The current RBT Handbook (updated June 2026) sets no number, and neither does the BACB’s supervision resources page. The BACB explained the reason back in 2014, when it wrote supervision rules for BCaBAs: its policy “does not provide a quantitative limit on the number of supervisees due to the diversity of behavior-analytic practice circumstances.”

That doesn’t mean any number is acceptable. It means the limit is yours to set, and you’re accountable for it. The BACB writes rules for each RBT, the Ethics Code writes a rule for the supervisor, and a growing number of payers and state Medicaid programs write rules for the caseload. Your real ratio is whatever is left after all three.

What the BACB Requires for Every RBT
------------------------------------

The BACB’s rules are a floor per RBT, every calendar month. From the RBT Handbook:

- **5% of service hours.** “You must obtain ongoing supervision for a minimum of 5% of the hours you spend providing behavior-analytic services each calendar month.”
- **Two real-time contacts.** At least two face-to-face, real-time contacts a month. Phone and email don’t count. Live video does, but “video monitoring on its own, without real-time interaction or feedback, may not count as supervision.”
- **One individual contact.** “At least one of the two supervision sessions must be individual (i.e., no other RBTs or trainees present), but the other may occur in a small-group meeting.”
- **One observation.** The supervisor must observe the RBT providing services in at least one of the monthly meetings, preferably in person.
- **Small groups max out at 10.** “The number of RBTs may not exceed 10, regardless of the number of supervisors present.”
- **5% at each employer.** An RBT working for two organizations “cannot have 3% supervision at organization A and 2% supervision at organization B.”

Who can do it: a certified BCBA or BCaBA who has completed the 8-hour supervision training based on the BACB’s Supervisor Training Curriculum Outline (2.0) and uploaded the certificate to their BACB account before supervising anyone. If you have more than one supervisor, you may designate a BCBA as **RBT Requirements Coordinator**, responsible for making sure every RBT’s requirements are met each month and for producing all supervision documentation if the BACB audits. Records are kept for 7 years.

The Ethics Code Makes the Limit the BCBA’s Problem
--------------------------------------------------

The BACB has no cap, but it has a standard. Ethics Code 4.03, Supervisory Volume:

> “Behavior analysts take on only the number of supervisees or trainees that allows them to provide effective supervision and training. They are knowledgeable about and comply with any relevant requirements (e.g., BACB rules, licensure requirements, funder and organization policies). They consider relevant factors (e.g., their current client demands, their current supervisee or trainee caseload, time and logistical resources) on an ongoing basis and when deciding to add a supervisee or trainee. When behavior analysts determine that they have met their threshold volume for providing effective supervision, they document this self-assessment and communicate the results to their employer or other relevant parties.”

Two parts of that matter to an owner. First, the code tells BCBAs to follow “funder and organization policies,” so your payer contracts and your own staffing policy are part of the ethical standard. Second, a BCBA who decides they’re at capacity is expected to document it and tell you. If your BCBAs have never written a capacity assessment, nobody has checked whether the ratio works.

Where Payers and States Are Setting Numbers
-------------------------------------------

With the BACB silent on a cap, payers and states are setting their own limits. Two current examples:

**South Carolina caps cases, weighted by hours.** The SCDHHS ASD Services Provider Manual dated July 1, 2026 caps a BCBA at **12 cases without BCaBA support and 16 with one BCaBA**, and a BCaBA at 12. Cases are weighted by intensity: 30–40 hours a week counts as one case, 10–25 hours as half a case, and under 10 hours as a quarter. The caps apply “regardless of service location or company affiliation,” so a BCBA working for two South Carolina agencies has one combined limit. (SCDHHS’s provider web page still shows older ranges, but the July manual is the newer source. We covered [the rest of that manual rewrite](/blog/2026/07/south-carolina-asd-provider-manual-rewrite-july-2026) in July.)

**Oklahoma’s Humana plan doubles case supervision starting today.** Humana Healthy Horizons in Oklahoma notified providers on July 14 that the Oklahoma Health Care Authority approved “increasing required case supervision from 5% to 10% of direct treatment hours, consistent with Council of Autism Service Providers (CASP) guidance,” effective **October 12, 2026**. That doubles the BCBA hours each client requires, which shrinks how many clients and RBTs one BCBA can cover.

Watch the terms. The BACB’s 5% is **RBT supervision**, a certification rule that follows the technician. Oklahoma’s 10% and CASP’s guidance are **case supervision**, a treatment rule that follows the client. They often happen in the same hour, but they’re measured differently, and an auditor can check either one. The older CASP 2nd edition guidelines put the standard of care at two hours of case supervision for every 10 hours of direct treatment. We walked through what CASP’s current guidelines say about client caseloads in [our post on BCBA billable targets](/blog/2026/07/bcba-caseload-size-billable-hours-burnout).

The Math: Headcount Costs More Than Hours
-----------------------------------------

Here’s why “how many RBTs” is the wrong question on its own. The 5% rule scales with hours, but the contact rules scale with **people**. Every RBT needs at least two contacts and an observation each month, whether they work 40 hours or 140.

Take one BCBA with 8 clients at an average of 25 direct hours a week. That’s about 860 direct hours a month.

**Staffed with 6 full-time RBTs** (about 145 hours each):

- RBT supervision at 5%: about 43 hours a month
- Minimum contacts: 12 (6 individual, plus 6 that can be a single group meeting)

**The same 860 hours staffed with 14 part-time RBTs** (about 60 hours each):

- RBT supervision at 5%: still about 43 hours a month
- Minimum contacts: 28 (14 individual, plus a second contact each, which takes two group meetings because groups max out at 10)
- Each part-timer needs only 3 supervised hours, but that time is split across at least two scheduled meetings, one of them one-on-one, on dates that have to work for that RBT

The required hours are the same, but the second team needs more than twice as many scheduled meetings. Add drive time for in-person observations across 14 schedules, and the part-time model can use up a BCBA’s indirect time before any treatment planning happens. This is also where audits find gaps. A missed month usually means one part-timer whose single observation never got scheduled, not a 4.5% shortfall on a full-timer.

Now add the case supervision layer. If that BCBA’s clients are Humana members in Oklahoma, 10% of 860 hours is **86 hours of case supervision a month**, about 20 hours a week before parent training, assessments, or report writing. On the same caseload, South Carolina’s rule would count 8 clients at 25 hours a week as 4 weighted cases, well under the cap of 12. The binding limit is different in each state.

How to Set a Ratio You Can Defend
---------------------------------

1. **Start from the strictest rule for each client.** List each BCBA’s clients by payer. Apply the highest case supervision percentage among them: CASP guidance, an Oklahoma-style 10%, or whatever your contracts say. That gives the hours the caseload requires.
2. **Count RBTs as fixed overhead.** For each RBT, budget at least two contacts a month, one individual, plus an observation, then check the 5%. A ratio that only checks percentages will understate the cost of a part-time team.
3. **Check state caps, weighted correctly.** If you’re in South Carolina or another state with a caseload cap, calculate weighted cases, not headcount, and include cases the BCBA carries for any other agency.
4. **Have each BCBA document a capacity assessment.** Ethics Code 4.03 already expects it. Make it a short written review whenever a client or RBT is added: current clients, current supervisees, hours available, and whether they’re at their limit.
5. **Track it monthly, per RBT.** Supervised hours, percentage, contact count, individual contact, observation. If a month is short, you want to know on the 25th, while there’s still time to schedule a contact, not when an audit asks for the records.

StreamABA was built to make that monthly check routine. Supervision assignments live on the staff record. Supervision notes are captured in the same system as session data. The scheduler blocks sessions that break credential and supervision rules and warns when a staff member’s workload runs high. A supervision compliance and ratio dashboard shows where every RBT stands before the month closes.

The BACB left the ratio to you. Whatever number you choose, you should be able to show the math behind it.

practice management ### Your BCBA Billable Target Is a Caseload Decision. Most Practices Set It Backwards.

CASP's current guidelines put a full-time BCBA at 100-150 case supervision hours a month and say 25-30% of their time goes to indirect and non-billable work. Run that math on a 40-hour week and a 32-35 hour billable target doesn't fit before a single mile is driven. In the largest recent survey of BCBAs who left a job, burnout was the top reason at 59.8%.
